Motorcycle titles?

ive knowticed alot of you guys also have bikes so i was hoping some one could help me out with a few questions to see if i can title a bike. ok here goes
there is this place that sells used bikes they usualy have awsome deals on them all and i found a ex500 kawasaki ninja for 900$ with 4k on it the only problem is they dont have a title for it but they will sell it with a bill of sale. i dont want to buy it if i cant get a title for it and drive it legaly on the street but i realy dont want to pass this deal up! any one know of a way to get a title?and im sure they cant get a hold of the previous owner because they would have done so by now to so they could sell it for more. btw i live in wisconsin so im not sure how the laws differ from state to state.

I would check your local laws, a bike with out a title is not a rare thing, usually those bikes come with a 'certificate of origination', the only time they get a title is if they get registered. I've had several that only had COO's from the manufacturers but they were non streetable trials, scramblers, flat trackers and hill climbers, bought NEW [Bultaco's, Greeves, Jawas, 750 HD and a hodaka ace 100], they only came with the CoO.
I'd ask the sellers the story behind it, if it was stolen then recovered or abandonded you should have no problem registering it and getting a new clear title, write down the VIN and submit it to your state and see what comes back. If they won't let you do that walk away.. The vin on the frame and engine should match, otherwise go with the frame.

this place has a few hundred salvage bikes mosty with out titles they only send you with bill of sale. they said about 90% of their bikes are totaled by the insurance company and the title marked as junk, then surrendered to the DMV. im pretty sure in this state i cannot get a title for it then. but i should check the vin first. i know there are some places where i could possible get a custom built title for it but not sure if this bike would apply. also i found a site that sells frames with clean titles but they seem to come at a very heafty price usualy starting out at about a grand.
