Power windows and wipers in key off

my 98 has power to the windows and windshied wipers all the time. when i take out the ignition-off fuse they only work in key-on and running. thats not a big problem, my radio always resets and my interior lights dont work.(lights arent a problem for me but some of the females have a problem with the dark)

just looking for some input b4 i dive into the rats nest w/ a test light and ohmeter.
