Fog switch-offroad lamps

I know foglamp's are meant to work with lowbeams, I have installed some offroad lamps on my rig (89 xj limited) and I used the existing factory wiring and foglamp switch, Is there any way to make them work with highbeams and with just parklamps as well as lowbeams? Thanks!
And I do know that up here in canada foglamps are only supposed to be hooked up to lowbeams and driving lamps are only supposed to be used with highbeams.

On the fog switch, disconnect the VT/WHT wire, then apply an ignition-on 12v to the now empty terminal on the switch.
