It's a vacuum cannister. It helps the heater and cruise keep working when you accel hard. Yes, it's useful. If it's in the way, move some place else.
 
How important it is depends on year and options. If you have a late model without cruise, it keeps the heater from defaulting to defrost when you accelerate. If you have cruise in any year, it won't work properly without a vacuum reservoir. If you have an older model with a vacuum disconnect front axle, a leaky/broken/absent reservoir (or lines to it) will cause it to pop out of 4WD under load.
 
Where do you typically move this bottle to when swapping on an aftermarket bumper?
