I bought a set of tow hook brackets off ebay just 2 days shy of a month ago. I have yet to receive anything. I have had several emails to the seller where he provided me with a tracking number that had no records. What can I do to get my money back ?
Here is the seller. I'd stay far away from this guy.

You can file a complaint through ebay and they have a dispute resolution center to deal with transactions like this. Or you can always use retaliation and put a hit on the guy....
oh yeah, you can leave negative feedback for him too...that will show him! I would resort to plan B, that is blowing the dousche bag up.....

From one of his ratings: "We are in the middle of moving our shop to a bigger location, I appoligize" that might be why he isn't on the ball with getting it to you.
How did you pay for the brackets?
First thing you do is contact the seller and tell him you want your money back because he took to long, if he doesn't refund the money or send you the goods then talk to your credit card company/bank/paypal to see if they can get your money back.

i've used ebays resolution center and if you paid through paypal, one way or another, they'll get you your money back. even if he is moving locations, don't sell sh*t if you can't take care of your customers.

Him making these parts frustrates the living hell out of me. I asked for my money back and he said I should be getting them any day now. How sad it is that someone can not get their lazy ass to a post office. I hate ebay, it's full of douche bags like this guy.

Well, you can look at the bright side: the brackets illustrated do not engage the specially reinforced frame hole in an XJ, which means that if you used them hard you'd run a serious risk of tearing your unibody/frame apart or bending it, which would cost a good deal more to fix than the money you're losing on the transaction.

Yep, look into getting some better towhooks that use the extra hole farther back in the frame.
C4x4 and Rustys make some good ones.

If you read the sellers feedback it looks like this is his standard operation. The negative feedback that I read is all for this very reason and it looks like around a month to get an item is par for the course.

Damn, I figured 'tow hooks' would be a safe item, no moving parts and non electronic. Guess I need to revise my ebay buying restrictions again. The funny thing is that tow hooks are the only things I've bought on ebay for quite a while.
Generally if I see eomething that I want on ebay I try to track down their 'real' business, thats how I found www.jeepsareus.com, always been satisfied with them.

Yep...sniggs said it. There are several avenues of approach to dealing with the problem, but here you are ragging on the guy for something you could have found out in advance if you would have read his feedback.
