Quick Headlight Adjustment Question

I just install ed my new silverstars and was wondering what the correct adjustment for them were?
My neighbor was saying that they must be adjusted a little towards the shoulder of the road. hmm, is the correct?
I thought they should point straight ahead and down a little.
 
The way I have always done it is to wait for a extremely foggy night (so you can see the beam pattern in the fog). Then set the brights so the meat of the beam is level with the road (pointing straight out from the hood) when looking at the vehicle from the side. Then switch to dims, and set them so they seem to point just to the right of the centerline. I know it's not an "approved" method, but the only time I ever get flashed is if I'm pulling a trailer.
