1987 xj How close can the arm be to the bracket before limiting movement?
I most likely need a new one, castle nut is at the end of the stud threads. I used washers as a temporary Band-Aid. Does any one know what the latest year I can take a used one from would it be 01?

Forget first question noone seems to know nor should. But what year should i salvage from?

Any year will fit. There is a part number (and price) change between '90 and '91, but one rainy Saturday morning the parts guy at the dealership let me put both on the counter, and neither one of us could see any difference.
There is a very slight difference, however, because I have a '93 track bar in my '88, and when I installed it the steering wheel was "clocked" about 1/8 of a turn off center.

my steering wheel is also 1\8 off center I thought the steering wheel was put on wrong?

I have a spare from a 97 laying around. I didn't notice if you had lift or not but you may want to look into the HD versions like TnT customs or Kevinsoffroad and even RE. If you have some lift they are the best strategy. When I add another 1.5" I will be creating a "Kevins like" one for mine. Incidentally you may wan to get an adjustable TB regardless, they are much more stout than the OE units and will make you even more DW resistant.
