98 Questions, Airbag light, and horn

Hey Guys, I know that this has been asked before, but I wanted to be clear on what needed to be done here. My mother-in-law has a 98 XJ Sport, and the airbag light is on, and now horn no longer works. I have read 2 things on this, clockspring or the box under the seat. Which do you think she needs?

I have the TSB/ recall for the box, does anyone have it for the clockspring? I just don't want to rip into the wrong thing to try to replace this, and if I can get Jeep to do it for free, that would be even better.

I'd guess clockspring since your horn has nothing to do with the TSB. I'd get that TSB fixed asap because it can lead to random airbag deployment, especially since you like in NH. I lived in Hanover, NH for 6 years and my floors saw lots of moisture and salt.
