Quick Flare question

I read through all the posts regarding trimming fenders and using tj flares or reusing xj flares but I don't see anything on reattaching them. It looks to me like the would have no room to drill. Do you just rivet these back on or is there something that I am missing?

I used stainless bolts with big washers on my TJ flares. You can pull the trim out in the rear and access the inside that way. Front is even simpler.

Got ya, remove rear interior to get at the bolts. Done.
