first off dont hate me cause its not a XJ. i love XJ's and would love to get another one, but ive also found a nice tj. its a 98 and id like some of ur opinons on it:

98 TJ sport
71k
4.0L and 5 spd
stock axles and gearing
hardtop and full doors
brand new 33x12.5 R15 ProComp AT's on AR rims
brand new 3 inch body lift
new brakes all around and everything perfect shape on it

its comin out of a private used car dealer, what would u pay?

They are nice, couple of things to check, put the temp controls to defrost and turn the fan on hi, see if the air is still coming out the defrost vents. If not there is a $2 plastic pin piece that needs to be replaced in the heater box, thats a $902 repair :D they break...
Crawl under bumper to bumper with a flashlight and check the bottom out...
Thats pretty much it, figure $500 for a soft top option, not a full soft top but one of the ones that you can change configuration. Shortys are great in the summer, we'll be bringing 2 of them to cape cod in august for our vacation..
