crossmember nutinserts access from inside

i've read, yes there is access to the crossmember bolts from inside by lifting the carpet... and i've read no there is not access. so before i remove and lift my carpet, does someone know with firsthand experience if i have access to the crossmember bolts/nut inserts from inside? i have a 98

there is no access hole in my 92. i've never seen one on any other XJ i've taken the carpet out of either
