I have the non-HD RE track bar. can i upgrade to the HD by buying the johnny joint end and drop bracket, and keeping my same bar?

No, the the HD bar is much bigger. The joint would not thread into the smaller unit.

People have modified the non HD bar to work with the HD style mount, by turning the heim sideways and drilling out the HD mount.
