Oil & Filter ...is this normal

I've only owned my Cherkee since last year. Is it normal for the filter to hold oil even after I've drained the pan? Everytime I change the oil I drip a ton of oil out of the filter when I remove it. There's also a puddle of oil in the screen when the filter screws on. Is this normal? I would assume that most of the oil would drain out of the filter and out the pan...

anti drainback valve in a good filter ensures that it is full of oil upon engine start-up.....
