'90 XJ Stalled now wont turnover

I was in traffic the other day - and I stalled because I forgot to place it in the right gear (trucks tend to not like it if you start in 5th gear). As soon as it died, I tried to start it back up - and nothing. It will crank forever but will not turnover to startup.

Now, I've checked the fuel system to the injectors - fuel is getting to rail. I've checked for spark with a dummy sparkplug - spark appears to be good. So at this point I'm at an absolute loss. as to what to even look for or at.

If this helps any - very very intermittently, I would go to start my jeep up after work and it would do the same thing but after trying a few times it would start up normally. This has happened maybe 2 or 3 times in the past 6 months.

I had done a search on this prior to posting but didn't pull anything up. When I did the google search I found a few things to try.

Ok, as promised here's the follow up.

I tried all of the "tricks" I was able to find here. Nothing worked. After talking to a few people I realized that the spark that I was getting was intermittent and weak to boot. The haynes book said distributor cap/rotor or wireset - tested both and both were good.

Due to lack of information and while truck was broken down - the xj was broken into - window shattered and tools/useful items stolen and radio ripped out - I decided that troubleshooting wasn't something I had the luxury of doing so I replaced both Ignition Coil and Ignition Control Module and it fired right up. In fact it didn't even crank - I turned the key and it fired right up. After talking to a few more people I got mixed signals on wether it was the ICM or Coil, almost a 50/50 split as to it being one or the other.
 
My 90' cherokee sometimes will not start. I unplug the CPS (Crank Position Sensor) and plug it back in and it will fire right off. The connector is on the back right side of the engine. If you follow the wires it lead you to the top of the bellhousing.
