90xj start problem

Have a 90 xj with renix injection. It will only start with starting fluid, then run at very high rpm. Cannot knock it down off of the high rpm idle. Where do i start cleaning/checking sensors? I bought the cherokee with intentions of swapping motor over into eagle sx/4. I want engine running right before I pull it out of cherokee,to eliminate headaches later. To me, this sounds like an Idle Air Controller not doing it's job. Take off the throttle body and clean it. Remove the IAC, clean the cavity within TB. Check contacts of connector that plugs into the IAC.
