How is the best way to get the shifter off of the stub that comes out of the tranny on an AX-15. Does the dealer have a tool?

Are you talking about removing the knob from the end of the shaft? It's got a locking collar under it that you have to turn AWAY from the knob.

No, removing the shaft from the stub that comes out of the piviot, where it slide over the square part.

No idea. IIRC, mine is welded, but I may very well be wrong.
