Going down the road I noticed that my dome lights were stuck on. The headlight switch is off, tried manually pushing the buttons on the doors with no help. I assume its one of the switches, just trying to see if its a popular problem. or if someone else had run into it.

Now its shut off with the fuse.

What about the switch on the dome light?

Try pulling the door switches. It's possible the splice under the drivers side carpet is a glob of green and white stuff, that's grounding the circuit. The rear hatch switch, is often a glob of rust.
I had one XJ that had a switch on the rear dome light, that turned on the whole works.

What do you mean by 'the whole works'?

Most of the inside lighting, don't really remember if the courtesy lights came on or not.

Is the headlight switch rotated to turn on the dome light? If it is in that position, the dome light will be on even if the headlights are off. May sound obvious, but I can't count the number of times I've "fixed" cars by by turning the knob. Other wise start looking for places where the wire could be grounded.

I've had the inside end of the switches rust into a glob. Pulling the switch and twisting a little left and right, sometimes breaks up the rust.
