Auto Trans won't down shift

Automatic Trans in a 1991 Limited edition will not downshift out of 4th or 3rd.
It will manually shift into 1/2nd but not automatically.
Also the power switch for the automatic that is located on the dash keeps blowing the fuse.
Any suggestions on where to start looking and what might be causing it?

Well I had a 90 that wouldn't upshift because of a bad TPS. It sounds like something electrical to me.

Well it's not the TPS, with that fuse blown it will not down shift.
That fuse is also your backup lights, NSS shift selector.
