weird front end noise???

Hi there, 98 classic, when driving there is a annoying noise sounds like its comming from the dash but it must be up front outside somewhere, iits a steady noise almost sounds like something is rubbing on a moving part, or like a speedometer cable making noise(if it had a cable). Sound stays steady and the same no matter what speed, only stops when around 10mph or under.....Could it be bad bearing in the front hubs? thanks.................
 
Could be ,jack up the jeep and check for play in the wheel hub
Also can be a front drive shaft "if 4x4"
Start looking for loose parts or play in the drive train ,also dont forget a bad/damaged tire can make noise/vibrations

Does the sound change with speed? or rpms? Can it be heard if you're outside and someone is driving by you?
 
yes the sound can be heard outside, its not super loud but i can hear it driving next to a wall or something, Sound stays pretty constant and doesnt change with speed or motor rpm, in neutraL I can rev the engine and it wont make the sound, only makes it when moving about 20 mph or over........?? im stumped
