98 aw4 problems

I have a 98 with the aw4 and 117,000 miles. When i drive under hard acceleration, like climbing a hill, the tranny won't shift until you let off the gas and then accelerate again. It does this in first and second. Under a normal load it shifts fine. I pulled the pan and changed the filter and the fluid, but this did not help. Fluid looked good no shavings. Its not throwing any codes. Any help would be appreciated. Thanks
 
You might want to adjust the throttle kickdown cable that's attached near the throttle body. It lets the transmittion know when you're accelerating so that it downshifts.
