cutting wheel wells/plastic thing

i have a 2 door and i want to cut off the plastic wheel things and then put them higher. then i can get a cheap 2" eco-lift and maybe get some 31's. would this work and what is the best way to go about cutting. also, has anyone taken off the wheel things all the way in California and gotten a ticket. i wanna make my jeep look like it has wider tires. yeah, im cheap i know. but i gotta save money for college. thanks in advance
 
Ummm,
I think those plastic wheel things you are talking about are the fender flares.

They are removeable. They are held in place by small nuts and studs on the flare itself.
It just takes some patience and a few tools.

Be prepared though, because you will probably break most of the studs trying to get the things off.

As far as the legal issues, I'd check with the local inspection station before doing any work.
