rear 96 xj shocks

Previous owner looks to have welded the rear shocks over the old mounts. I know that the rear bolts are easy to snap. Is there any kit to repair something like this ? Or would my best bet be to chip off the old welds and drill and retap new mounting holes? Any help would be great.
 
Those holes aren't tapped, there is a nut tack welded on the other side of the sheet metal. The most common way to fix this problem is to cut a hole in the floor above the nuts and break them off. Use new bolts and patch the bed up with sheet metal. It is an easy job and after you lay the carpet back over, you won't be able to see what went on. The previous owner just welded the shock up there so he didn't have to mess with it.

Possibly true, but the better method is (after you remove the current mess) to slip a nut in a box end wrench between the shock crossmember and the floor and bolt to it.

There's just enough room to make it work.

No cutting from above and no rewelding the floor.
