Air Tank

Got a couple frebies at the land fill(before they went in the hopper) a boat anchor and a scuba tank,man was unloding yard sale rejects.
I need to know where to get a regulator and the necessary fittings and such to use this thing as an air tank or should I just return it.

I had plans to use it as a cheep PullPal or what ever that land anchor is called.
