Ok I now have an issue with my tail and parking lights. The Jeep is a 96. When I engage the headlight switch to turn on the parking lights the lights come on about half pull. When I go to pull the switch further I can hear the relay click. There is a sweet spot to get the parking lights on.
At first I thought it was a short in the switch so I got a new one. I was having the same issues with the new switch as well. I also switched around the 2 relays under the dash that are right next to eachother. One is for the parking lights, but I am unsure what the other is for. Anyway even when switching the relays I still have the same issue.
Anyone got any ideas on what to check or where to look? Thanks.

Had a similar problem @ 2 yr ago.Inst fuse would blow when I turned the parking or head lights on.
The "gremlin"was the "chime module".It cost me $130.00to find out all I had to do was pull the damn thing out.It has been out ever since.
Not sure if you have one,since you have not mentioned year.
Mine is an 89'...Chime module is located in the lower left corner of the fuse panel.The release tab is just to the left up against the kick pad.
Removing the module will not affect anything other than the "buzzing sound"when the key in but the vehic hasn't been started yet.Pull the module out,put a new fuse in,pull on your lights,if the fuse doesn't pop,you should be good to go.
As a side note,if the inst lights aren't working,you can bet that neither are the tail lights.
Brake lights will work
Turn signals will work
Hazards will work
If you still pop fuses there is a possibility the headlight switch is the culprit.
But do the chime module thing first.
For those that see this you can get a replacement module and it is a dealer only item

The chime module has been pulled for a few months now. As I mentioned in my poost it is a 96. I'm not blowing fuses. The relay itself is making a noise.

I just fixed the same problem on my '99 XJ sport. It seems a wire/connecter was pulling out of the switch harness. I saw the shiny metal of the connecter, pushed it back in and got my parking and tail lights back. Yippie!

Does anyone happen to know what the part number is for the 97+ XJ headlight switch? I've been looking for a couple hours but all i can find is up to 96. Thanks.

Having the same problem as above. Keep blowing fuses no matter what size. It only blows when I turn on the headlights. Having said that what is the secret to getting the headlight switch out of the dash? I do not see any screws or clips, I have removed the gauges and still do not see an easy way to get it out of there, suggestions? The chime module is gone still having the problem. Also there seems to be another buzzer, I can not find where it is, for the lights could this be a problem? It only buzzes every now and then.

Feel around the switch for a button. Push the button down and pull the switch knob out of the switch. Next unscrew the front of the switch and pull it down and out.
No need to remove the gauges or anything.

OK, I replaced the headlamp switch today, removed chime module the other day, and I am still blowing $#@%#^%$&*% fuses. Any more suggestions.

I am pretty sure that soomething is grounding out but I can not find it. I have not worked on anything electrical in over a year and it just started fuse blowing. Thanks!

I'd start looking at whereved a wire passes through a bulkhead. You may have had a wire chafe and short out.

how about a blown or fused relay under the hood or otherwise? Possible?
