What is this C101 harness, and why do I want to modify it?

While researching a no-start condition, I keep running across the C101 harness mod reference. Can't seem to get info on why it should be sliced up, or what it is, though. Can anyone clue me in?

it is the large harness junction mounted to the firewall right near the master cylinder.... i have not removed mine but i am working toward that direction if i cant figure out my "no start" . the manufacturer stopped intalling them at some point but i am not sure when. ( maybe 89?) it is just a bad design apparently and many problems have been traced back to a bad connection in it.. removal looks like quite a task but more of a labor-intensive PIA than anything else from what i can tell.. there could very well be more to the story than what i know but that is my .37 cents..
