I picked up some steel for a rear bumper, 3"x5"x1/4" steel. I want to add some shackle mounts for a d ring and saw these. Looks like I will be running a 3/16" plate for the 8 original mounting holes and then some 2x2 angle for the hitch tie in. MY question, Do you think these (if stick welded) would hold up to a good pull being welded only to the outside surface? Am I making any sense? Any help would be great.

I'd prefer the longer ones (like from www.TroutIndustries.com), but with a good enough weld, those should hold just fine.

I made my front bumper from a piece of 8" channel. I welded a link from a piece of chain to the front to hold hooks or shackles. Properly welded those work well. The previous bumper I had from a big name fabricator (with a good reputation)was really thin steel and if pulled from an acute angle you could see the metal bulge out a bit. You really shouldn't have a problem with 3/16" if you "properly" weld it.
