i read this week that if you clean the headlight plugs and their grounds that they'll work better... where the hell are the grounds grounded for the head lights or should i just clean the fuse box ground

May depend on the year. My 95 wiring diagram shows the grounds splicing into the front panel harness, and terminating at "G104" which is right near the PCM (engine computer) on the left inner fender.

Just start looking for black wires or bare wires that are connected to the fenders, firewall, back of the grill, usually with a screw or bolt. Those are grounds.

In some cases, this may indeed hold true. If you're looking for more brightness, though, replace both the positive and ground leads with heavier-gauge wiring. Hit up the search for more info on this; there have been a lot of threads on it in the past.
