Blowing fuses to charging system

Ok, need a little diagnostic help here. 1991 XJ, 4.0 (Chrysler PCM w/o OBD). I have a new 90amp alt- bench tested today = OK. The 60 amp fuse in the power distribution center for the alternator/charging system (behind the battery) keeps blowing. When it blows is fairly random, as it has been OK for the past couple of months since I last had this problem in March. I'm thinking its likely the voltage regulator, which as I understand it is part of the PCM(?) -- Thanks for any suggestions...
