I need help with 1999 xj

Ok so my 1999 jeep cherokee with a 2.5 manual will not start.it won't even turn over. it will start with a push but thats it.
The starter seems fine, is there a senser that might keep it from starting?

There's a safety switch connected to the clutch lingage, that allows starting only when the clutch is depressed. I'd look at that first......
