just wonderwhere i could get some heavy duty hinges to fab a swingout tire carrier on a custom bumper??

I would suggest that you make the hinge also using an oil impregnated bronze bushing or an actual sealed roller bearing that has flanges. I feel anything you can buy off the shelf will not do what you want, I may be wrong though.

I saw a guy who used a front wheel bearing/hub assy from the front of his TJ as the hinge. Not sure what your design is but it might work. Good for a spare part on the trail too.

just use some rubber bushings and a bolt.
ive seen a trailer axle stub ( easily avilable @ any trailer store)
some bearings to match, a short piece of pipe to fit over bearings & a dust cover
