Ballast resistor is correct, but it is for the fuel pump. It is bypassed (shorted across) when you are cranking the engine to give you maximum fuel pump volume incase the system has leaked down. After the engine starts, the resistor reduces the current to the fuel pump, making it run more quietly. if it fails, it can be shorted around, to get the engine running. Some people permanently short around it, but there are mixed opinions if that will lead to shortened pump life, or not.
