That looks like fun, but the only time it is windy here is during a monsoon, with accompanying lightning.

I have a 2-line kite I haven't used in years. I remember some flights in 35-40 MPH winds that would pick me up off the ground briefly during gusts flying directly overhead. Lots of fun.

Did that during Typhoon Bart when I was stationed in Okinawa Japan
