on a 96 Country, with cruise, the speedo stops working around 10 mph, then starts back up around 30 mph. Is this the sender? Any ideas?

I have a 96 Country with cruise also. It only works above 35 mph and that is proper behavior.

Matt, thanks for the response, though maybe I was unclear; the Speedometer drops out between 10 and 35, the cruise is fine

It's probably the sender.
Does the cruise work when the speedo is dead above 30MPH?
If yes, then it's NOT the sending unit, as the cruise uses it too.

Yeah the cruise works fine. What I have noticed ( i have only had this one for a very short time) is that the needle seems to stick at various points. I will take it apart and see if its a physical problem with the speedo.

The speedo is electronic, so it 's more than likely the speedo itself.
Maybe something is stuck inside it.
