It's the distance from the wheel mounting surface to the inside rim of the wheel. Less BS means the wheel is wider on the front side and the tire sticks out more. More BS causes the tire to be tucked further under the fenders.

The amount of space between your wheel mounting surface and the inside edge of the rim....The less back spacing you have the further your wheel will stick out.

What is BS?
What the others said. It's also the excrement from a bull so you have to be specific when you're asking about BS. ;)
