Typical March weather?

I'm curious as to what midwesterners think the weather will be like at Winterfest in early March.

How many layers will I probably need to wear?

It's most always damp and windy ... HTH
 
My input might be skewed by living here all my life, but for me thats the beginning of shorts weather. Maybe a sweatshirt/ jacket, but definitley shorts.
