My jeep is an 89 without the good three point belts in the back like a newer jeep has. I noticed that a few of these cage builders are putting threaded bungs in the cage to use the three point belts. If I was to buy one of these cages for a newer jeep could I get belts out of a wreck and just bolt them in or is there a difference in the design of the lower mounts on the diferent years?

Your 89 should have the mounts for the rear shoulder belts already in place -- pull the trim and look.
Not trying to talk you out of a cage, but if your first objective is rear shoulder belts, you can add those easily now, and do the cage later.

I just had all the interior out and didn't see them....Maybe I didn't look in the right place though.
No its not the first objective...I just thought it would be an easy upgrade if the lower mounts were the same.

Yours a 4 door?
Look about one third of the way back above the rear window. Should find it there.
That being said, nothing wrong with a cage if you think the other benefits are worth it.

To be honest a cage is more of an issue right now. Lab belts hold the car seats in ok but they wouldn't do any good if the roof was flattend.
