I just recently fixed up an 86 cheerokee but when i put it in 4 wheel it changes the gear ratio but the front wheels don't turn help stuck in the snow

Assuming that this is a part-time 4WD setup, there is a vacuum disconnect in the front axle (right hand axle tube), and this is probably not engaging. You'll need to troubleshoot, first checking that the vacuum lines are connected, and not open or leaking, then whether or not the vacuum switch in the transfer case is working, and whether or not the vacuum motor in the axle is working.
If you search the archives here, you'll find a good deal about this, including suggestions for doing away with it and leaving the axle permanently engaged, as later XJ's are set up.

A couple of guys in my local club had the same problem with their YJs... I'm pretty sure that an 86 Cherokee has a low pinion 30 so it should be the same. http://www.smjc.net/forum/topic.asp?TOPIC_ID=1404
