"Heat" and "Vent" do the same thing

The heater/AC control on my '92 XJ I-6 Auto has a "Vent" and "Heat" position. "Heat" works great, but my "Vent" position does the same thing. In "Vent" if I set the heat slider to cold I get cold air, set to the hot position I get hot air. Is this the normal state of things or is my "Vent" not working correctly?

Vent sends air through the vents on the front of the dash.

Heat sends air through the vent at the windshield at at your feet.
 
Actually everything is working properly , the wording is poor. When you pick vent depending on the temp slider it an be hot or cold but will prject air thru the front vents. If you pick heat it will produce heat and project them on the feet.
