snow plow install

I just bought a plow for my xj and noticed that the brackets that mount to the "frame" are about a 1/2" away . Do they get mounted over the bolts that are there with some spacers or do I remove the bolts and figure out how to move the brackets inward to rest flush against the rails? Also It has a classic v-belt driven pump. Any body know if I can remove the a/c pump and replace it with the plow pump or maybe get a electric/hydraulic pump? Is it possible to "t" the plow into the power steering pump?
