false.

These things are stupid. They are a resistor that fools your computer into thinking that the air coming into your engine is very cold. This makes the computer use a fuel mixture appropriate for very cold air temperatures (fairly rich). In cold weather, this does nothing. In warm weather, they cause your engine to run too rich, supposedly developing
25 EXTRA MEGA HORSEPOWER!!!

Really, it just uses extra gas and makes your engine generate extra heat all summer. This can be dangerous for your catalytic converter also. Yippie.

Yeah its false, on fuel injected Jeeps, the computer needs to know the correct ratio of air and fuel to make maximum power, by adding the resistor the computer thinks that it is cold out, and compensates for what should be a colder, denser amount of air, but if you don't have this extra amount of cool, denser air, then you will just be dumping fuel into your engine, making it run richer and less efficient, and could cause it to lose power.

It advances the timing slightly also, so if your lucky you gain 1hp, it's not worth the money but their is some reasoning behind it.
