Weird Wiring

ok, so, my "new" jeep's previous owner disonnected a wire that was running from the brake switch to one of the taillights or something. i can't figure out what the purpose was. he said if it wasn't connected, i wouldn't have any taillights, but he was wrong. i do have a weird problem though, when the lights are on, the right turn signal doesn't work and the indicator light inside stays lit.

btw, this is on a '91 xj
 
ive got the same problem but on my left
i was told to clean all the bulb connections, just havent had time to try it yet.
 
sounds like a grounding problem.
 
I can switch off my brakes so the cops won't see me stand on the brakes to take a hard turn, usually off the road. Perhaps the former owner was in the know, and he sensed danger.
