Hard starting 91

My Dad bought a 91 XJ (4.0 w A/T) and it is having a tough time starting. He has to crank it for 15 seconds or so before it fires, but then it runs fine. He has been driving it for 2 months now and it has been this way since he got it. Doesn't die, doesn't idle rough.. just takes awhile to start. Seems like if it was a fuel pump or filter it would have probs while running too, right? Any ideas? JP

the fuel pump can be pumping properly when running. but it may jst take longer getting it to pressure after sitting fo a while.
