hole in the stat?

Im trying to finish conversion of closed to open radiator system. I am ready to put the stat in but am wondering where the hole goes, or does it matter. Man i cant believe what a mess that old radiator was!!

I would position it to the top. in a closed sytem it is there to allow the air to escape when filling the radiator sytem so the higher up the more liquid it can take while venting
