High idle with cruise control actuator?

I want to put in a switch for high idle on my '96. I know there is a wire on the PCM I can use for this, but I've heard that it only bumps up the RPMs to around 1000 or so. I was looking at my cruise control actuator today, and it only has 4 wires going into it. Might it be possible to add a switch or something to that to hold the idle wherever I want it?
