97 XJ starting problem

I have a 97 4.0l and it has to to turn over alot to start. It may be the fuel pressure regualtor. Does it come with the fuel pump or is it a seperate part? I can get the pump assembly from the store for $130. But I would rather not go to the dealer for the part.

Check to see if the pump is up to stats. And is holding pressure the pressure I believe should be about 45-50 lbs. and should hold and not leak down (maybe a tad) after engine is shut off let sit 15 - 20 minutes.oh yeah the valve is on the injector feed line and any decent parts store should have a fuel pressure test gauge.
