Leaf Spring Rattle + Master Key question

Just bought a 98 XJ. Some of the clamps around the leaf springs are loose and make a hell of a racket on bumpy terrain. There is a rubber grommet on one of the clamps, so I suspect that the others that are rattling used to have them. Should I get replacement rubber grommets or is there a way to tighten them. Heck do they even serve a purpose? Could I cut em off without affecting anything? Also, the owner didn't have the original key with keyless entry thingy. The key he gave me doesn't work on the trunk latch. I know some cars have a master key that opens all while copies open all but trunk. Same on late model XJs?

if you want a quick and cheap fix just put some silicone around the clamps, it worked for me and have not heard any noise at all.
