will oem mopar tow hook brackets from an 88XJ fit post 96 XJ's, i had heard the brackets for the bumper are different, can anyone confirm that?

I don't see why they would be different for '96 vs. '88, perhaps you're thinking '97 - '01 vs. '84 - '96? (That is the split for the body style change.)

yes post 96 meaning after 96 or rather 97 and newer

Ahhh, I didn't catch the post portion 
They are different between the two body styles. Although you can generally find hooks in a bone yard, you can buy some (around $100 I think?) or you can get a front receiver for around $100 as well.
