At sustained speed

When driving if I keep the jeep going at the same speed or try to accelerate while under load (like highway?) the jeep seems like it has power then feels like its being held back, this accures over and over. I'm at my wits end with this 1. :helpme: I have a 1986 4 cylinder/ manual 4 speed.
