I was about to replace my starter when I looked up and saw this wire under the oil filter adapter. I didn't have the camera handy, but I took this once it was replaced. This is really how is was under the filter! YIKES!

Man thats almost exactly what mine looked like!! About 3 weeks after I bought my truck I got in and no start!! Checked the cables and voila!!
Use a zip tie to hold it in place so it doesn't rub.

Along w/ the zip ties a little plastic wire loom will help prevent that too.

WELCOME TO THE CLUB! Thats how mine looks(ed) too. I was more disapointed though b/c the repair shop said and billed me for having it repaired.....
