How will running a Lock-right or EZ-locker in a '96 D30 axle afftect 2WD? Since I have no manual locking hubs or axle disconnect, my front driveshaft is turning all the time.
How bad would it be on the street?

you won't even know it is there in 2wd, besides some light clicking on slow tight turns.
Now in 4wd, that is a different story. You will know it is there, but not unbearable
